First row has 8 holes; second row has 7; third row has 8 rows. (Four holes noticeably smaller than others- they are in the four separate corners). When sitting with handle on top-the block tilts back so the tools slide in. According to Victor Alexander Jr., this was made by his father to hold his stamp tools.
