Remarks:
Heel shave. Used to shave down the edges of the layers of leather which make up the groud seat of a saddle. Steel tool with two flat handles. "4" stamped in reverse onto end of one handle. Curved steel blade in center, attached with 2 screws. Blade is marked "OED 4" on one side and "SNELL & ATHERTON" on the other. These were originally designed for use in shoemaking.
