Remarks:
Heel shave. Used to shave down the edges of the layers of leather which make up the ground seat of a saddle. Serpentine steel tool with two handles painted black. Raised 5-pointed star design on one handle; "3" on the other. Curved steel blade in center, attached with two screws. Blade marked and also with a circle surrounding a small, 5-pointed star.
