Possibly a miniature saddle tree making tool. A small rectangular-shaped block of wood with a flat, thick, square lead pencil strapped down onto it with a metal clip and 2 screws. The very end of the pencil hangs below the wood block and the ends of block have been very slightly rounded. Pencil is painted red with black lines (vertical). Unknown use.
